Abstract
Learning Outcomes
This case study examines the governance and management challenges faced by public organizations, focusing on the role of Boards in maintaining oversight and accountability. It aims to help students understand the ethical and leadership dilemmas that arise in decision-making, particularly in financial governance. Students will analyze the impact of unauthorized executive bonuses on institutional integrity and public trust while evaluating the responsibilities of Boards in crisis management. Additionally, the case highlights corporate governance principles and ethical leadership in public sector organizations.
Case Synopsis
JIDA had built a solid reputation in the country and beyond in serving out its mandate to help implement Jamudu’s Vision 2040 to push the country from low to lower-middle income status. This was being accomplished by filling a niche to broaden the reach of national economic activities to a larger segment of the population, mostly in rural agricultural enterprises. The recent completion of Kirimbi Hydroelectric Dam-whose financing included very concessional donors and social entrepreneurial participation--to help expand the agricultural production and processing network in a heavily populated area and the potential to create thousands of jobs, had been the crowning jewel in JIDA investment activities. However, emerging information on payment of sizable bonuses related to the completion of the Dam without the approval of the Board, set off a flurry of activities, which almost brought JIDA to its knees. This case study on the governance and management issues arising from the bonus incident should contribute to our appreciation of the role of Boards in directing the activities of public organizations.
